The difference, in England at least, is that whining tends to imply a certain tone of voice; 'whine' tends to apply to the
sound of whinging. By 'whinging' most Brits understand the same thing as Yanks do for 'whining', except whinging is the act of 'whining' without the accompanying tone of voice.
Whinging, if you appreciate the difference, is more of a criticism levelled at adults when they're complaining about something they perceive as important which is, in fact, not important; whining is something that children do when they can't have sugar-coated things.
