dude tigers can't get into wall crevices, or climb into the roof, and if the rats live in boxes the tigers won't find them, plus rats can carry diseases that could fuck the tigers up.
i mean the fact is that rats are one of the most widespread animals in the world. they reproduce fast, they can eat almost anything. They can can kill animals their size(and a bit bigger) and they know how to use their small size to hide from large enemies
