It's just tits. It's not a big deal. Hell, Miley Cyrus posed "nude" recently (though nothing was shown, it was still "provcative"), and she was what.. 12 or 13? As long as it's considered "art" and not "pornography", things like that are okay, I guess.
The age of consent is 13 in Japan. Seems reasonable to me.
