No, it's not sgt kabukiman. In fact, I don't even think there's any blood in Sgt. Kabukiman NYPD (though there are tits and rape and kids getting killed.. so...), because Lloyd was supposed to make it a kid's movie. Fresh off the success of the Toxic Crusaders show, he got a deal from Namco to make a new superhero, he got paid millions of dollars, but he ended up throwing in stuff to please Troma fans and ended up with that movie.
I'm pretty sure it's deadbeat at dawn. I watched it for the first time a few months ago and found it kinda boring. But I remember a dude looking like that in it and the weird colors in it and the cool fight scene at the end. I might be wrong.
