That's awesome!

Just get him to measure up his bass drum for you and create those dimensions on photoshop, if you have it. Then create your work either real life or computer.. scan it in and fit it to the size.. then.. laser cut vinyl is your best friend. Maybe look on google for a place near you that can print for you, or in your yellow pages.

I wouldnt suggest anything else, as you're already going to be having a little impact on the sound by doing that, anything oil based would probably do a fair bit of damage to the skin and that wouldnt be fun. Plus, if they ever want to change it without re-skinning the drum, peeling off vinyl will be easier than scraping off acrylic..
