Garvey implied that blacks coming into political power was an accident of a power vacuum, one which the establishment quickly filled and replaced.. He also implied that because of this deep structure of racism, if a black person ever took office, he would not be able to represent black interests because the structure is "built up.. to suit themselves.."

He believed that because the establishment would never allow the possibility of former slaves to govern over former masters, that any black person in power is merely a puppet to the system, whose hands are tied by the super-structure..
